User moderated content

I was wondering if anybody is implementing user moderated content.

Im starting a project where reports must be all public and other users can add media to it, such as video, images, documents, links, etc.


I'd like to be able to write some rules and let the visitors moderate whether a given report is worthy being kept alive or not. Same goes for all the atributes of a report.


Since I'm assigning this extension/plugin to a coder and I'd like to know if anybody can point me to what could be a best practice so we don't interfere much with the overall performance of the application.
