I use 'scenario' for want of a better word...
Suppose I've setup ushahidi with 5 categories, all related to the swine flu. Now I would also like to track cases of 2 other diseases (Aids and Cancer) to go with that.
For my site users, there could be a dropdown using which they can select the scenario they would like to view.

It sounds like you're describing a master-level (parent categories) filter with sub-filters (categories) that fall under them. This could be handled in a couple different ways in the UI, depending on if you're using the default theme or you create one of your own.
The problem is that the backend architecture for categories doesn't really support that yet. There's no reason it couldn't though, we would just need to have someone from the community build that into the platform.
It's a good one, we'll add it to the wishlist.

yup...and also, if both the scenarios had completely different parent categories...
