More options to edit and log reports

I would need the possibility


1. to add editorial comments to what ever I change on reports so that later the reasons for my changes are visible to other editors


2. to mark useless reports as "rejected" but still keep them in the database instead of entirely deleting them so that there is a difference between "never submitted" and "submitted but deleted."

HI Chris, we are collecting feedback and user requirements for Ushahidi 3.0. Some of the items that you mention are included in that spec list.
